Development Act and the Consumer Credit Bank Act in the early 1980s. Those laws gave banks
tax advantages and removed interest-rate restrictions on credit cards and loans. Many
banks moved to Delaware, employing thousands and providing a major stimulus to the
economy. People all over the world use credit cards issued by Delaware banks.
