People stroll along the 800 block of the pedestrian mall.  City officials hoped
that the mall, completed in 1975, would encourage shoppers to come back
downtown.  By adding fountains, trees, and benches, officials wanted to
encourage people to come and stay awhile.  Some businesspeople did not
like the mall, as they felt it kept automobile traffic, and therefore people, away.
